Description
Objectives To provide accessible, adequate, affordable, and timely credit assistance to small farmers, fishers, ARBs, Micro, Small and Medium Enterprises (MSMEs), and other players/stakeholders in the agricultural value chain to improve agricultural productivity. ELIGIBLE BORROWERS: Small Farmers and Fishers (SFFs) and Agrarian Reform Beneficiaries (ARBs) Farmers’ and Fishers Cooperatives and Associations (FFCAs), and Agrarian Reform Beneficiary Organizations (ARBOs) Barangay Micro Business Enterprises (BMBEs) Small, and Medium Enterprises (SMEs) Large Enterprises/Anchor Firms Graduates of Agriculture-fishery related courses LOAN PURPOSE: Crop Production (Rice, Corn, High-Value Crops and Planting Materials) Poultry and Livestock Production Fisheries Production Purchase/rental of machinery and equipment for agricultural and fisheries production, post-production, and processing/milling activities Construction/rehabilitation/rental of facilities for pre-and post-harvest, like dryers, ice plants, and cold storage, processing plants, warehouse, buying stations, market infrastructure, and transportation, and/or packing plants, among others Permanent Working Capital Working Capital for Agri and Fishery-related Trading Purposes Purchase or long-term lease of agricultural land necessary for farm level production or any agriculture related venture AFRD-related automation or digital system, i.e., agriculture and/or marketing, among others Agribusiness activities which support soil and water conservation and ecology enhancing activities (e.g., irrigation, soil improvement supplies and materials to increase yields, research and development on environment-friendly technologies and practices, rainwater harvesting systems/structures, extension activities and management consultancy in soil, water and resources conservation, ecotourism/ agri-tourism and demo farms showcasing both biodiversity-friendly agricultural practices and products which shall also serve as learning centers.

LOANABLE AMOUNT: For Production Loan – up to 90% of the total production cost For Fixed Asset Acquisition – up to 80% of the acquisition cost and/or total project cost INTEREST RATE: For SFFs, ARBs, Graduates of Agriculture-fishery related courses, BMBEs (Direct Lending) and accredited farmers and fisherfolk enterprises under Sagip Saka Act - 3.0% per annum fixed. For FFCAs and ARBOs – 5.0% p.a. fixed For SMEs, and Large Enterprise / Anchor Firms - Prevailing rate at the time of availment - Large Enterprises/Anchor Firms shall be entitled to a concessional interest rate, 0.5% lower than the regular rate
Document Requirements
PRE-PROCESSING REQUIREMENTS FOR ALL TYPES OF BORROWERS:
For SFFs and ARBs
Pre-processing:
1. Duly filled-out Loan Application Form
2. A Certified True Copy of the land title, or a Certification duly signed by the MARO in case of ARBs

For Production Loan: if the proponent is not the owner of the land, any of the following documents or similar instruments shall be required on the parcel of land in which the project is to be implemented, with remaining term at least commensurate with the loan tenor:
Notarized Lease Contract (in case of tenant/leaseholder)
Authorization to possess and till the land through a Special Power of Attorney (SPA) or Certified by the Barangay Captain (with dry seal, as applicable);
Deed of Sale Notarized or Certified by the Barangay Captain (with dry seal, as applicable);
Tax Declaration in the name of the applicant;
Barangay Agrarian Reform Council (BARC) Certification of Tillership and
Certified by the Barangay Captain (with dry seal, as applicable);
MAO / CAO Certification of Tillership;
Certificate of Ancestral Domain Title registered in the Registry of Deeds;
Certificate of Stewardship (CS) Contract from DENR; or
Certificate from the concerned Mayor that tenant-farmer shall not be displaced as long as the loan is outstanding [shall only cover lands within the local government unit’s (LGUs) authority]

3. Proof of registration with the RSBSA/FishR or enrollment stub/ID duly numbered and signed by MAO, as applicable
4. Endorsement by DAR, in case of ARBs In the case of rice farmer-ARBs in irrigated areas, the submission of an endorsement from either the DAR or NIA is acceptable.

Assignment of Purchase Orders
Assignment of proceeds of guarantee claims from Philippine Guarantee Corporation/AGFP
Assignment of DA-ACPC Claims
Assignment of Sub-borrowers’ Promissory Notes and underlying collateral
Security interest on the object of financing
Real Estate Mortgage
