REQUIREMENTS AND IMPLEMENTATION MECHANISMS
The basic requirements and the implementation mechanisms of the provision of extension
support are as follows:

1. The provision of extension support to AFE clients must be based on the conducted
ATI trainings not more than six (6) months after it ended. No extension support shall
be provided to clients if they are not trained participants. Also, only participants that
completed the training course/program will be qualified to be provided with the assistance.
The provision of extension support is considered as part of the post-training phase, in
which coaching and mentoring, as well as regular monitoring, take place. This means that
inputs, supplies, and materials used and deemed necessary during trainings, commonly
referred to as training kits, are not considered as extension support. Moreso, the amount
allowed for training kits per participants should also be in accordance with the AFE Cost
Standards for Training and Training Related Activities.
2. A separate Activity Design is to be developed and approved for the provision of
extension support. The activity design shall provide an explanation and justification
for why extension support is necessary. It also should identify the type of extension
support to be provided and its corresponding amount. Further, the activity design for the
provision of extension support must provide a complete list of the trained participants to
be provided assistance. These names listed must be ensured to be the same from the
signed TOARCR.
Also to be attached are the other documentary evidence such as the: action plans
of trained participants, AFE-related project proposals, training/community needs
assessment documents/reports, and other documents that show/details the need for
the provision of extension support of clients.
3. The provision of extension support for the succeeding years must be reflected in the
annual planning and budgeting of activities for each ATI operating unit. The output
indicators to be reflected in the Work and Financial Plan (WFP) shall be “no. of other
extension support to AFE clients provided”, “no. of beneficiaries”, and the “amount” to
be provided.
One (1) activity of providing extension support corresponds to one (1) activity design
to be developed. Further, it is encouraged that ATI operating units, during the planning
stages of activities, are aware of the number of extension support to be provided in a
year and what trainings will the support be provided for.
4. During the actual delivery and turnover of the extension support to AFE clients, all
recipients are required to sign the distribution list prepared by ATI. The distribution list
must include the complete address in which recipients can be located, and their current
contact details such as telephone numbers or cellular phone numbers.
5. Hands-on field monitoring and visit shall be undertaken to ensure that recipients are
properly using the provided extension support to them. The continuous monitoring shall
be conducted for not less than one (1) year after the delivery of the assistance. At least four
(4) Quarterly Progress Reports will be developed which details the status and progress
made in the use of extension support by the recipients. It details the accomplished
activities and discusses any issues and concerns that arose and how it is resolved if any
.
6. Relevant baseline data with regards to the recipients’ socio-demographic and economic
characteristics and farming activities will be collected prior to the provision or turnover of
the extension support. This is to serve as a reference in determining whether there were
changes that happened to the recipients because of the training and extension support
given.
