(Paragraph 5.3 of Government Procurement Policy Board Circular 02-2025 in relation to footnote 3)

  • This program is a commitment of the Japanese government to ASEAN regions through the Japan Agricultural Exchange Council (JAEC) and the Japan Ministry of Agriculture Forestry and Fisheries (MAFF). In the Philippines, the program started in 1986 with ATI as the lead implementing agency. After five years, the program was transferred to the then National Agriculture and Fishery Council (NAFC) until 2014. As a result of the rationalization of the Philippine Government, where NAFC was consolidated with the then Livestock Development Council into the Philippine Council for Agriculture and Fisheries, the program was transferred back to ATI in support of the Institute’s programs for the 4-H Club organizations and rural-based organizations .
  • PCIC provides full (100%) premium subsidy for the rice crop insurance coverage of the subsistence farmers participating in the DA-LBP Sikat Saka Program. The Sikat Saka Program (SSP) is the credit component of the Food Staples Sufficiency Program (FSSP) of the Department of Agriculture (DA). The Land Bank of the Philippines (LBP) is the lending conduit of the Program.
  • The Agri-Negosyo (ANYO) Loan Program aims to provide accessible and affordable credit to eligible borrowers for the financing of their capital requirements that will enable them to boost the efficiency, productivity, and profitability of their farm as well as non-farm income-generating activities. Eligible loan Borrowers. can avail loans under the programs up to a maximum of 3 cycles only
  • The Rural Agro-enterprise Partnership for Inclusive Development and Growth (RAPID Growth) Credit Facility is a credit assistance program created to support the RAPID Growth Project of the national government. The RAPID Growth Project was conceptualized by the Department of Trade and Industry (DTI) and funded by the International Fund for Agricultural Development (IFAD). One of the key features of the RAPID Growth Project is the Conditional Matching Grants. Grant fund support will be provided to qualified proponents to enhance their overall competitiveness level and for the development of the specific agricultural value chain. It is basically aiming to address market failures & institutional deficiencies in terms of access to financing. It also aims to provide the necessary development intervention to help improve agricultural production, productivity, and quality.
  • The Survival and Recovery (SURE) Program aims to support the government’s goal of helping small farmers and fisherfolks (sff) in calamity affected areas regain their capacity to earn a living. The strategy is to provide immediate relief to SFF through a loan and grant assistance package. The program was first implemented in 2017 in areas declared under state of calamity.To support the government’s goal of helping agricultural households in calamity affected areas regain their capacity to earn a living. The program aims to provide immediate relief to SFF through loan and grant assistance.

See the registration application process

    Go to the nearest DA Regional Field Office (RFO) -
    Agribusiness and Marketing Assistance Division (AMAD)

    Fill out the FFEDIS form and submit the necessary documents.

    A representative from the DA-AMAD will assist you in entering your information into the system to ensure that all data is accurate and complete.

    You will receive a notification once your certificate of registrations is ready.
